BigNamek comments his problems (also see this thread on VDub forum) and gives hardware specs:
"OS: Windows XP Pro
MoBo : Elements V266B, no changes were made to it, like a BIOS flash or anything.
Hauppauge WinTV GO: Insalled WDM driver version 3.31 219082 WHQLed for WindowsXP. I Also tried WDM driver verion wdm335 21125.exe. I had the same results from both. Then I installed the BtWinCap drivers, I had the best results from those drivers. There are still some of the weird lines, but far less. Lastly, I installed vfwupd.exe from the capture FAQ. I have better results from those. The pic with kid in the neck brace was captured with vfwupd installed. By the way, the card is 878 or something, I believe that may be helpful.
GeForce 4 TI 4200: Driver version 4.4.0.3, I actually notice a little less of those lines right after I installed. I installed the driver right before I wrote this.
Sound Blaster Audigy Gamer: Driver version 5.12.1.253 (Latest I believe)
USB turbo 2.0 pci: Drivers were supplied by XP.
This is very odd. I downloaded drivers from the website of the USB turbo thing and installed them, but they turned out to be the same version that was already there because the card was automatically recognized by XP when I installed it (I forgot about that). After installing them, the USB did not work. I went into the device manager to uninstall then do a reinstall. I uninstalled USB Human Interface Devices (I do not know what that is) mistakenly and nothing, of course, was worked. Before I was about to do a System Restore, I decided to capture some video. It worked perfectly, there were none of those weird lines. I was quite happy to say the least. I then went to do the system restore to get the USB stuff back. After the system restore finished I went to try to capture and the lines returned. I hope this clears things up and perhaps leads to a solution. Thank you so much for helping me out, man. I'm gonna also post this on the forums to spread the word. Thanks again. By the way, sorry the images are so big.
